[Comment] Offline: China—the triumph (and danger) of transition
A conclave of China’s ruling political elite—the Central Committee of the Communist Party—met last week to outline its 13th 5-year plan (2016–20). The expected outcome was an economic course correction to address concerns that China’s famously explosive growth had badly stalled (from 14·2% in 2007 to 6·9% this year). But the outcome of the fifth plenary session of the 18th Central Committee was far more dramatic. “Couples allowed to have 2 children”, blazed the front-page headline of last Friday’s China Daily.
